Happy to see the “Two Zahirs” go! Now let’s look forward to even more developments and changes!





Of the many things that we proposed to the new government, two things have been done today. That is the retiring of the Commissioner of Police Adam Zahir and transferring of the Chief of Defense Force, Mohamed Zahir to another post. As of now we have new Chiefs at the Police and the Defense Force. This is good news to the people of this country.

We are glad to see the back of the Chief Torturer Adam Zahir. Some people may feel sorry for the guy. He was my teacher a long time ago but I say to Adam Zahir: you got your chance to take the side of the people, but you took the side of the dictator. Now we do not feel any sympathy for you. Maybe you have amassed millions of dollars, but Insha Allah you will not find any happiness from those millions if you used any illegal means to amass those millions.

As for Two-Two Mohamed Zahir; I have to say that he is perhaps not as corrupt as Adam Zahir, but nevertheless he too was responsible to some extent for the longevity of Gayyoom’s brutal regime over a period of three decades. So, even though you are now the “National Security Advisor’” we hope that you will ask for forgiveness from the Maldivian people for any role you may have played in the brutal regime of Gayyoom! Allah knows best.

After hearing the good news of Adam Zahir and Two-Two Zahir’s resignations we now hope that the new government will soon carry out the following:

1. Retire some of the leading officers of the Coast Guard (such as Zakariyya) and appoint new officers to head the Coast Guard.

4. Abolish or restructure the Sifainge Ekuveri Kunfuni (SEK) which is a free license for some officers in the MNDF to abuse powers and practice corrupt activities. Also revise the regulation that governs the retirement of MNDF staff which currently favours officers and is plainly unfair to low-rank service people in the MNDF.

5. At the dawn of this new era of democratic governance, it will be most appropriate to close the jail at Dhoonidhoo and convert the island as a resort for Maldivians. The island could then be renamed as “Dhoonidhoo Dhivehi Fushi”!

6. Put up Aarah for international bid and lease it as a luxury resort for mega-rich billionaires such as Abrahamovich, Prince Al Walid and other billionaires from China, India, United States, United Kingdom, Middle East, etc. The Luxury yacht that Gayyoom used could also be leased along with Aarah. This will bring huge revenue for our tourism industry and provide a new form of tourism as well. Also, find a good use for Theemuge (eg: use it for the first university or use it as the Supreme Court)

7. A large Council of Islamic Scholars should be formed. This Council will work in collaboration with the new Ministry of Islamic Affairs.

8. An Islamic Centre to be setup in each capital island of each atoll. Such a center should have a qualified sheikh as Imam. It would have a capacity for at least one thousand people to congregate for prayer and it would have a conference hall, an Islamic Library, a set of classrooms to teach the Holy Koran and other Islamic teachings, an Audio Visual room, a computer lab and some recreational or sports facilities.

9. The Foreign Minister should make sure that full-fledged embassies are operated only at the most important locations and that the rest of the missions are converted to Trade Offices. Costs should be cut and efficiency should be increased.

10. Establish a "Maldives Trust Fund" for the future. A certain percentage of our revenue should be saved in this fund. Foreign donors should be invited to donate to this fund.

11. HA, HD atolls should be combined as one atoll; GA, GD atolls should be combined similarly and AA and AD atolls should be combined as one atoll too. This will allow us to reduce the number of atolls to at most 17.

12. Change the constitution to make the position of the “Atoll Chief” to be elected instead of being appointed. Also change the title of the atoll chief as “Governor”.

13. Include Huvadhoo Atoll in the southern developmental zone which was announced recently.

14. Hold a national debate to find out if the national anthem and the national flag need to be revised.

15. A South African style “Truth and Reconciliation Council” to be formed and headed by an independent Judge.

16. Ban smoking in all public areas.

17. Make regulations that will require all shops to be closed at 9pm and all restaurants to close at 12 mid night.

18. All wards in all islands (including Male) need to be abolished. We would then have no need for ward offices which is an unnecessary bureaucracy and wasteful expenditure. Instead of having wards, the people in each island should unite as one people. The same should be done in all other islands as well.

19. (Request to Moosa Jaleel, the new Chief of Defense Force): Restructure MNDF to orient it more as a civil defense force. Strengthen Coast Guard and include an “Air force” component with light aircraft for patrolling the seas and fishing zones.

20. (Request to Faseeh, the new Chief of Police): Change the uniform of the “Star Force”! This uniform now brings fear and paranoia to our hearts.

21. Change the title of “Minister” as “Secretary”. This is the case in many developed countries such as the United Sates and the United Kingdom. For example, instead of having a Home Minister we could have a Home Secretary.

22. Death penalty to be imposed for drugs traffickers. Death penalty is practiced in Singapore too.

23. Build the proposed transshipment harbour at HA Atoll.

24. Build a large hotel at Addu Atoll Gan, and the runway there should be extended and the possibility of a parallel runway there should be explored. A new layer of Iranian tar should be laid on the Gan runway to enable international flights to land there without the risk of slipping. A seaplane harbour should be built at Gan too.

25. Change the national policy on population control. In a way we have limitless land, so if we let our population grow freely, that could help our development instead of controlling population growth.

26. Combine all utility service providers such as STELCO and MWSC and make that a public company.

27. Introduce new concepts of tourism such as educational tourism, medical tourism, sports tourism (cricket, surfing, etc.). Also allow high-rise hotels in some resorts instead of making all resorts as low-rise resorts. (Also stop Sri Lankans controlling our tourism industry through their companies such as the Aitkin Spence and John Keels).

28. Make us dollar a floating exchange but hold the current rate for at least 6 to 12 months.

29. Increase the use of vocational education in the schools and also establish vocational educational schools.

30. Establish sports academies / schools where the normal curriculum of schooling is taught but it the school will be oriented for only those who wish to excel in a certain sport or art. For example their could be a football academy / school where normal O’level subjects are taught but the school will focus on developing young footballers to feed to the clubs and the national team.

31. Sports Tourism could be promoted by establishing an international level cricket stadium and hosting international cricket matches. We could take advantage of the popularity of the sport in the region – in countries such as India, Sri lanka.

32. Open the first University of Maldives and invest in promoting educational tourism by attracting foreign lecturers and foreign students to this university.

    Why are you so hellbent on taking away the assets that are designated to the president of the country.

    My view is; the president should not use these luxuries as long as the jump starts, a housing scheme for everyone (with out Naseebu nambaru) and proper financing facilities for housing development through banks and other relevant institutions.

    hmm he can use it; but the public will look down on him.

  7. actually if we close the shops early... it will cut down a lot of public expenses, oil/electricity consumption, will reduce crime, people will be healthier as they will go early to bed and be more efficient at work as they would have had a nice rest. (for majority of people)

    Special license with a(premium) could be issued to the people want of operate 24 business...for shops and cafes.

  12. Studies in UK shows that 24 hour business hours, fuelled 25 per cent increase in violent crimes.

    Anyway the positives outweigh the negatives if you closes the cafes and shops earlier.

  13. Yes, I do support the closing of the shops at 9pm. That will save lots of elctricity and reduce crime and give more time for families to spend time together. Just because the shops close at 9pm does not mean that we have to close at 9 or 10! That will give us more time to spend with friends and family and lubricate the social wheels! As for the shops being closed for prayer times, we can open after prayers immediately! After Isha also we can open even at 7.30 or whatever. The authorities can iron-out a proper regulation, but the idea is worth serious consideration.

  14. I think that the anti-corruption Board should look into how the agricultural products grown at the islands under the Coast Guard are sold. Who gets the money from those sales? There is corruption there and one can fathom the extent of that corruption only when one looks deeper.

  15. The same could be said about SEK (Sifainge Ekuveri Kunfuni), I ask the anti-corruption board to look into this SEK thing as well. I bet you will be surprised at the deep-rooted corruption there. Abolish the giant corruption breeder (SEK). A shop for the staff could be operated there even without SEK.

  18. It would be gerat to have an Islamic Centre in each capital siland of each atoll. A graduate in Islamic studies or a Sheikh should be the Imam of every such Islamic Centre, so that people can always clarify religious issues from the Sheikh. Such a Sheikh should practice and preach moderate Islam and not fanatic stuff as is preached in Afghanistan!

  19. When this "Trust Fund" is established, we should amke sure that the baord and the chairman that overlooks and manages the fund are trustworthy and that no significant investment from the fund could be done without approval from the presidnet and an endorsement from the Parliament.

  24. ... and let's abolish the 4 wards of Male (Maafannu and Machchangoalhi and Galolhu and Henveiru). It's an old policy of divide-and-rule. Abolsihing these wards would save million for the state in terms of operating ward offices and maintaining staff there. This will also create more unity and harmony and get rid of unnecessary bureaucracy.

    Also a National Master Plan on Energy must be made. Nation wide power should be build (underwater)that can transfer or sell there excess power to Atoll regions/Resorts.

    We should decide where we will use fossil fuel/nuclear power/renewable energy. As opposed to earlier studies, the recent studies show that nuclear power is more expensive than renewable energy. We should decide what combination of power source when should use.

    This is a urgent as it will reduce our cost in the long run, and we we be ready for any crises that is bound to happen in the near future as fossil fuel are extracted to exhaustion.

  42. I used to follow Bush blog. Still am, but more i read, i see this articles are very nitpicky or more on feeding his fantasies.
    Now all the comments are from Bush.
    There are good ideas in this article as well, but most of them are just very narrow minded ideas.
    I think Bushry needs to address on more important and basic problems we have in our community. I'm starting to lose you Bush. But i will stil follow your blog as (many times we said) now adays its very rare to find an article or news paper informing about the current situation. But my advice is please concentrate of basic needs of human being first before you go on fantasizing ideas on closing shops, open islamic whatever!!

Bushry., I m not exactly sure why you are still after Aarah – to convert that place to a Luxury Resort for “Mega-Rich Billionaires” which is the most unlike thing to happen in a common man’s most wildest dream…!!!! I know you are really dreaming of having "a new form of tourism" here – to give a service based on security people, CCTV cameras and Coast Guard services with an “additional charge”. I think your entire thinking is coming from everything that matters with the ex-president.

    Once again let me clarify one thing for you - Aarah is not such an appealing place that could make "Mega Rich Billionaires" want to come. The island itself is not that beautiful, it doesn’t have a nice beach area and a house reef as well which are the key factors one will look before deciding (if you don’t believe have a boat ride near the island).

    Talking about the privacy I think Aarah could be one of the worst islands to develop as a luxury retreat because of the location. The island is very much exposed to the area mainly because of the immense boat movements over the area by nearby resorts – the airport is very close and all the nearby islands have boats going back and forth while seaplanes take off towards Aarah as well. (now don’t give another crazy idea saying that we can ask all the boats to take another route to go to the airport which can make a 15 minute ride maybe to 30 minutes and also seaplanes can take off towards another direction)

    Further more to the Aarah idea of yours, I really think you are promoting this crazy idea only because the island was used by the ex-president and you believe that can make “Mega Rich Billionaires” want to JUST come over. Well, then what about the likes of One & Only, Taj Hotels, W Resort, Soneva Resorts, Four Seasons Resorts and etc who are doing multi-million dollar marketing campaigns across the globe.?? (also it is interesting that these are some of the most famous luxury brands among the “Mega Rich Billionaires” when they go for vacations and on the other hand I really doubt that these brands will invest or get affiliated with anyone to develop Aarah as a top luxury retreat when the Maldives has so many other extremely beautiful islands)

    Since we are having world’s top luxury hotel brands I also wonder how anyone will convince the guests that Aarah is the better place to visit..?? I really don’t think you can keep on advertising the place saying 24 hr security service will be provided by MNDF with applied “charges”..!! By now I think you should also know that the “Mega Rich Billionaires” will demand for the utmost privacy during their vacations and extra security for Aarah will just ruin their needs. (I really think Coast Guard should be in very close range to the island in order to make sure some gunmen don’t get into the island and spoil the holidaymakers’ mood.., what you think Bush??)

    I bet you anything if your crazy idea of turning “Aarah” to a luxury resort for “Mega-Rich Billionaires” even comes close to reality when we have so much to offer in the Maldives. You really don’t have what it takes to give ideas..!!!

    PS: I think Aarah will be a better place for the locals because it is very close to Male’, Hulhu-Male’ and Villingili and it can be developed as one of the holiday destination near Male’. We can also develop more such islands in other areas, targeting for the locals :-)

  51. No one - least of all myslef - is claiming that all the ideas i have putforward in this blog are practical. Some can be used and some can be impractical and some dieas can even be very good! An idea is an idea - just debate about it openly, and use it if possible and chuck it out if it's of no use. But I still stand by my idea of chaging our population policy and encouraging population growth. If some people find this hilarious let them look closely at the population policy of Singapore. They are officially encouraging people to have more children.
    Did anyone notice that due to dmographical changes over the past few years, our student population is now steadily coming down? Isn't that an indicator that there could be "some sense" in what this "crzy" guy is saying!
    All I want is the ebst for my country. I'm big enough to shrug off any personal criticism.

    I m neither a businessman nor a person representing luxury resort sector..!!! I believe there are more serious issues to talk about than Aarah.., of course we must develop luxury resorts, hotels and other services for the rich ppl but I really think Aarah is not the best place cos Maldives have many beautiful islands which can give lot of privacy for the rich ppl. We must build luxury resorts in places where ppl will want to go because of the natural beauty such as the beach, house reef and also places that are not exposed to busy boat movement areas. That is why I m saying Aarah is not a good place to develop specially as a luxury resort for the rich ppl.

    May be Gayoom spends a few million dollars annually to maintain that place. this money could be put to better used.

    Anyway no exclusive island is to be given to the president as such, If Aarah stays as a retreat then public should also be able to visit the island at a reasonable price.

  55. 2-2 Zahir may not be as corrupt as Adam Zahir, but he was not at all popular with the servicemen. on several occasions he had 'saizah kandaalaa' the servicemen just because he's the boss. he had given promotion to many people just so that he could promote his son. he was very unfair to the servicemen, and he didn't want the educated yound armymen to flourish. i'm very happy to see that finally he's gone, just as GAYYOOM

  56. I suggest Theemuge be publicly open for everyone (Maldivians, tourists, Bangaalhees) who wants to have a tour inside this gigantic and luxurious palace. But it should be open for an entrance fee of RF500 per person for a period of at least 5 months. This could be a good source of revenue for the government.

  60. THIS IS AN IMPORTANT POINT TO CONSIDER: Our new Defence Minister (Amin Fasial) is a heavy drinker. He drinks openly in front of hie children. His eldest son (Mohamed Amin) who now studies at grade 8 is witness to this. Every night when Amin Faisal carries the bottles to his drinking-room, his son tells the boy's mother (Amin's wife): "Mirey mee bodu re eh!". On such nights, Amin will openly beat his wife in front of his son and other two children.
    Amin dovorced his wife (Iku) and made his son a witness ("Aharen ge firihen dharifulhu heki koh kaley vari koffin"! He divorced her 8 days before he became a minsiter and married his drinking-buddy (MDP-activist-Shehey).
    Amin is a dirty-drinking-thug who beats his wife regularly.
    How can we trust our national security to such a man who is half the time drunk!
